 The tension hooks (or bracket hooks) hold the tension hoop and the head in place and allow you to tune the head. Generally they're not a very critical piece of banjo hardware, but cheap hooks tend to wear down - and even break - and should be replaced when they do.

Expensive banjos tend to have more tension hooks than cheaper one, making it easier to get a good and even tension all around the head.
